Up in arms: Congress considers war powers in Ukraine

The U.S. House of Representatives is scheduled to vote on H. Res. 447, a resolution supporting Ukraine's protesters in a move to swing the Eastern nation toward the West.
Lyndon LaRouche, a one-time U.S. presidential candidate, warned that congressional approval could spark thermonuclear war.
"The resolution is based on lies and fraud," LaRouche told Examiner. He ticked off three:
1. "Closer relations with the European Union (EU) through the signing of an Association Agreement will promote democratic values, good governance, and economic opportunity."
To the contrary, economist Natalia Vitrenko and Russian scholars, including Stephen F. Cohen of New York University, say the "Association Agreement" would further destroy the industrial economy of Ukraine.
2. "Ukraine's closer relations with the EU do not threaten any other country, and will benefit both Ukraine and its neighbors."
This is untrue, LaRouche said, since part of the Association Agreement involves steps toward military integration into the EU, integration that specifically threatens neighboring Russia and its security.
3. The House resolution, LaRouche said, "fails to mention the explicitly fascist commitments and behavior of leaders of the Opposition, such as the supporters of Nazi collaborator Stepan Bandera, and known anti-Semite Svoboda Party head Oleh Tyhanybok, declaring that support for the Opposition is a support for Democracy."
The Dossier on Western support for Ukraine's fascists documents the links, LaRouche asserted.
"In conclusion, the resolution moots the invocation of sanctions against 'further violence by government authorities against peaceful protesters,' totally omitting the violent behavior of the opposition forces--which has included throwing Molotov cocktails at the police, setting them on fire, and other atrocities."
Critics says the resolution represents support for a coup against the independence and sovereignty of Ukraine, in violation of the 1994 Budapest memorandum on Ukraine signed by the United States, Russia, and the UK. That memorandum committed these nations to "refrain from economic coercion designed to subordinate to their own interest the exercise by Ukraine of the rights inherent in its sovereignty and thus to secure advantages of any kind."
Action in line with the resolution sponsored by Rep. Elliot Engel, D-N.Y., -- combined with the recently revealed moves for a coup against the legitimately elected Yanukovych government by President Obama's ambassador Victoria Nuland -- is a violation of U.S. treaty commitments, opponents of H.R. 447 say.
LaRouche said official U.S. involvement and further escalation by outside forces in Ukraine "would lead directly to confrontation with Russia," setting the state for a nuclear showdown.
